There's a simple explanation for the 1 year between the 12/4/2017 Flynn post and the 12/4/2018 filing by Mueller –

Perhaps Flynn simply made a deal to provide information to Mueller/others for a 1 year period, as part of his plea deal.

That year expired, hence the filing by Mueller.
