I believe I know what Q meant by the sci-fi mention. Effective Military planning is based around the maximum amount of contingencies mapped out for any plan. Q may actually be referring to the use of a quantum supercomputer like the D-Wave which has a calculating ability that far surpasses human ability (duh). This efficiency and accuracy of this unit may in fact have allowed for Q to be as accurate as it is because the plan we are seeing unfold is as accurate as the results of contingency computed by the supercomputer. We are in essence witnessing how absolutely accurate AI has become down to planning the future that humans could never figure out in their own i.e. the supercomputer used allowed Q to be accurate a year ago to each day this year because it calculated every possible contingency!
AND Q is a great way to both soft disclose this as well as test it in the field
