In about 25 or so CA races the repub was leading on election night. They just keep counting until the democrat gets ahead and then they stop and democrat won or new tax was passed.

They don't even have to harvest them. They just print 2 each to begin with. Then when they need votes they look and see who didn't vote, find their ballot in the warehouse and fill it out.
