Think of not only the cost of the funeral to the taxpayers, but the cost to businesses (including the Federal Government). It takes a lot of hubris to request such a show upon your death. The Presidents are asked to start planning what they want in a funeral shortly after taking office. So this is what GHWB/Scharf wanted.
