I am not going to talk too much shit because I haven't dug on Payseur but it seemed like much of it was based on Bloodlines of the Illuminati. Smells of misinformation to me, but not certain.

I emailed a well known Power Elite Analyst Charles Burris and he said he had never heard of Payseur. I also have read Murray Rothbard's work on the Power Elite and saw no mention of Payseur. Payseur is also never mentioned in Quigley's Tragedy and Hope, so my assessment is that this line of research is Disinformation.
