Well they made sure he lost the election, in part, via the October Surprise, so he must not have been a team player. I've read that there is/was two factions. One that was willing to wage wars and kill millions for their goals. The other, still wanted planetary control, but by means like global taxation, etc. Both Gore and Carter were cheated out of the presidency in one way or another. Maybe they represented the other, less violent faction.
