When Huawei came up I did a small dig on USAspending.gov.

A paltry $ amount (suspicious in itself) however….Apparently the State Department in all its wisdom thought it was a good idea for Hussein to use a Huawei phone while he was in Laos in 2016.

I would have thought that an overarching contract would be in place to fulfill temporary out of country phone needs - unless there was a specific reason for using what could be considered burner phones.
