What is horowitz's ability to investigate the special counsel's investigation?

We can argue all day about whether or not Mueller is a black or white hat.

My question is, has Horowitz been looking over his shoulder the entire time? Is Horowitz busy writing a nice report that recommends a lot of prosecutions in regard to the manner in which the special counsel's investigation has been conducted? A report that could be acted upon by Whittaker?
