Couple of thoughts:

Would be easier to "hide" additional data in encrypted digital signal than analog signal (think photo files).

Blackberry was encrypted then sent to a company server. Cell phones are encrypted and sent over the internet. Easier to access for CIA.

Analog directly from Cell to Satellite and then to another Cell means that CIA would have to monitor/hack all the Satellite's? Not sure…
Guessing they found a way around the CIA (or some international spy agency) or like the 3 patent co-owners on the Malaysia Airlines Flight 370, it was exceedingly valuable.
