If Trump decided it was time, declaration of emergency followed by a deployment of the Construction Battalion could settle the whole thing. There might be a lawsuit if the companies awarded the contract(s) and who designed the wall get butt-hurt about being cut out of the deal - but in the grand scheme of things that is a relatively minor issue.
But I don't think that is how Q and team want to settle all of this or how they plan to. So far, Trump is largely just serving as a sort of King of the Hill who keeps the respawn locked for the team. The team is out there doing a lot of the heavy lifting while Trump is just making sure they can get it done. He, himself, is not playing much of the gladiator role.
One could even say that Trump is, in many ways, letting the government and law enforcement do what it has always wanted to do, and that is clean its own house.
On one hand, the Democrats need to focus less on Trump and do more to get their mafia back in control of the mid and upper management. That said, the only way to do that is to get Trump out of office, so they have no real choice but to chase the bait, so to speak.
If Hillary had won, the only recourse would have been a mutiny/outright civil war. We could have won - these people are stupid, ultimately - but it would have come at the cost of many lives who simply didn't know any different. Not to mention the world war that would have to follow to expell the cabal… And how absolutely horrifying that would have been.
