its all about jurisdiction - many moons aog these matters were decided on case involving so called "long arm statutes" all states and fed have them (long arm of the law)
too complex for here but simply put allows LEO to grab up people here and there
as for her since she does business in USA show subjects herself to jurisdiction
at least that is what the prosecutors will argue
you are right to be suspicious - its sketchy and there will be a fight over it
IMO its mostly a political move pre approved by Xi and POTUS for leverage and/or a message
