In one example of many, a 1959 CIA Scientific Intelligence Report on the Soviet Space Program, which was not declassified until 2008, plainly discusses the fact that data from both Russian and American studies show that "Electromagnetic energy of appropriate frequency and appropriately used might cause a variety of mental effects, including obliteration of memory, stimulation of memory, possible selective recall, and hallucinations.

A document form the Joint Publications Research Service out of Arlington, Virginia on the Effects of Nonionizing Electromagnetic Radiation, only declassified in part in 2012, but dated 1977 (the year before the Eugene Signal story broke), states that in the comparing the results of our MEMF experiments with research on the action of psychopharmacological agents of different series (8), we can note almost complete similarity in the spectrums of their action upon emotional reactions and the states of animals.(Declassified in Part - Sanitized Copy Approved for Release 5/10/12: CIA-RDP88B01125R000300120006-5)

In other, words by the 1970's they found that modulated EMF could affect people's emotional states the same way psychotropic drugs could.
