and FDR never said in the speech that the Pearl Harbor attack was a surprise. He said it was terrible bla bla bla but not that we were surprised by it.

I just watched the replay of the casket being put on the train in Spring TX to go to College Station for burial. The family was there, and Laura at least looked pretty gutted. She was carrying this huge purse that almost hit the ground with her right hand, and she never even moved it to put that hand over her heart with everyone else. She just stood there with her huge purse.
I didn't get a sense of happiness from Jeb either, although I didn't see any closeups of faces.

If true, I'd like to see the CCTV image. And I would assume a proper "bolt hole" would be outside US jurisdiction.
Recall W bought a huge ranch in Paraguay, over a water aquifer. It would hurt these people to be told "passport suspended". They HAD to be in (or return to) the States for this funeral, and now they won't be let back out.
Recall that Hillary avoided NYC but she really had to attend the 15th anniversary of 9/11 ceremony in Manhattan – and the NYPD was involved in throwing her into a black van that wasn't her Scooby van "like a sack of potatoes". They knew she'd be there!
Sure, they could raid that. If he still had a place in (iirc) Malaysia, or for the Bush compound in Paraguay, we can't raid them.
But we can keep them from going back. The Obamas were raided but didn't get a note.
That movement is interesting. I am thinking it won't break thru the government first in France, because Macron has such strong control there and is totally ruthless. Maybe in Belgium or even Germany might come the first breakthru.
If they try escalating now in France, this weekend for example, I wouldn't put it past Macron to kill a few of them. He is as sick as they come.
Here's how our system works. To arrest someone for a crime they didn't personally observe, they need an arrest warrant from a judge.
