Probably corporate piracy involving petroleum export companies in the New Caledonia Basin, South West portion which is outside of French territorial waters and falls into the waters off the coast of Australia's Norfolk Island.
Somebody is probably trying to do a deal before the owner of the rights, realizes there is a big petroleum field under there.
The Mayotte vibration, and other vibrations at 10km depth, were created by US military and are being used to do broad scale seismic mapping of the entire globe, from satellite observations. They now know how much petroleum exists within easy reach of the surface, and the answer is a hell of a lot. There is not need at all to conserve oil. And given the shift into another ice age starting now, if we want to halt climate change we should be burning MORE OIL.
One side effect is that we now know how vast Russia's secret oil deposits really are. They have been hiding huge petroleum fields by claiming they are gas fields. This conveniently leaves out the hude petroleum deposits underneath the gas.
