VPN is encrypting your network traffic.
Some apps/phones encrypt their data/message stores.
When you send an encrypted iMessage across a VPN connection, the data is encrypted on your phone and again over the network. A quality VPN provider should not keep records so you're looking good.
I think this anti-encryption law is more about them being able to crack your phone when needed rather than being able to sniff your network traffic… not a lawfag.
