They want to regulate everything. Even personal ponds we put on to our farms for the purpose of watering cattle, or for the purpose of irrigating crops if the rain fails. Water rights are part of personal property rights. They want to take that away from property owners.
They want to outlaw your right to catch rain off of your roof. They want to control the water.
On my farm there is an artesian natural spring that runs at two gallons a minute. I could pipe that to the bottom of the road for free water for people. All I need to do is have the water tested. My farm has been organic for over 20 years, and the water comes off what soaks in the ground. It washes across the underground lime and sandstone. It is so clean, it takes 4 years to clog an osmosis filter with calcium.
If they take control of my water, I can not pipe it down there for people to bottle free of charge. There goes my right to give to my fellow Americans, in times of trouble.
Why?
Because they want to control and bottle the water, and make sure people like me can not undercut them with free God given water.
We went ahead and developed the spring. It's set to go any time the people in my town would have need of good drinking water in an emergency.
