I think that 99% in the hospital is an excuse not to do what we want done.
If it isn't it might be because "the Government did something to you and it's harmful or just something you don't want, and you can get the problem fixed by going to the hospital and getting it fixed and you cannot fix it without going to the hospital."
Over 1% of the population do not believe in going to the hospital unless they think there is something the hospital can do. Getting the vapors about weird awfulness isn't going to send people to the hospital who wouldn't ordinarily go to the hospital for general health concerns.
