If I remember correctly, it use to be back when you had to get a lic to use a CB, you had to use your assign call sign (9# & Letters) but you could use what ever nickname (handle) you wanted and change it at any time. She would have been required to get a lic to use the Ham, maybe a dig would show if she had to list a handle/nickname that should show on the lic along with the call sign.
