France and Germany tell EU states ‘to take refugees or pay’
A new German-Franco document that was presented on Thursday, states that EU countries that refuse to take refugees should pay to escape their responsibility, Reuters reports.
The measure is seen as a form of “alternative solidarity” in which EU member states pay into the EU’s budget for developmental projects in Africa.
The document aims to prevent renewed conflicts over taking migrants. By paying off their responsibility to take migrants, EU rows with countries that don’t want to take migrants or refugees could be prevented.
Among other things, the document does say that a situation should be avoided in which all countries prefer to pay.

VIDEO: Another 7th Fleet destroyer leaves dry dock at Yokosuka Naval Base
For the second time in one week, a 7th Fleet guided-missile destroyer has left dry dock at Yokosuka Naval Base.
The USS Barry finished its yearlong stint undergoing repairs and modernizations at the Navy’s Ship Repair Facility and Japan Regional Maintenance Center on Tuesday. Workers flooded the dry dock and floated the ship to its new home on the Yokosuka pier.
The Barry’s undocking came one week after the USS John S. McCain was relocated Nov. 27 from dry dock to the pier. The McCain had been undergoing repairs since February following its fatal August 2017 collision near Singapore that killed 10 sailors and caused heavy damage to the ship’s hull.

Militants kill at least 18 civilians in Congo’s Ebola zone
BENI, Democratic Republic of Congo (Reuters) - Suspected militiamen have killed at least 18 civilians in eastern Democratic Republic of Congo, near the epicenter of an Ebola outbreak, an army spokesman said on Friday.
Repeated attacks by armed groups on civilians, Congolese soldiers and U.N. peacekeepers have hampered efforts to contain the epidemic, the second worst in history.
So far, it is believed to have infected 471 people and killed 273 of them. Congo's health ministry announced 13 new confirmed cases on Thursday, one of the highest one-day totals since the outbreak was declared in August.
A local army spokesman, Captain Mak Hazukay, told Reuters the civilians were killed late on Thursday during two separate attacks near the town of Beni.
"They killed some of them and took others hostage … dragged them into the suburbs, where they burned down a house and savagely executed the hostages," he said.
