If there IS to be a true "Storm", the way large scale, multi-state busts go down, but on the grandest scale ever, I guess it would make sense to do it on early Christmas AM, when EVERYONE is home, lots of food stocked up, presents, good vibes, with family and friends, as it doesn't allow the DS almost anywhere to attack back against civilians, including low level cells that can be activated. Not to mention the symbolic nature of it.
