Unless the power plants is a breeder reactor (creates more fuel than they consume), the waste produced is not fissile material (cannot be used for weapons). A lot of the plants being shut down are simply at the end of their design life. A nuclear power facility is generally designed for about 40 years of service and to operate it longer, the utility must apply for a license extension from the NRC and show that further operation posses no risk to the health and safety of the public. In short, like anything, nuclear power plants wear out over time and must be retired.
I think this is another case of burnout. Happens when people get their expectations so high and exert so much energy, and when things don't play out in the timetable that they hoped it would, they act all shouty and weird. This is a marathon, not a sprint.
