Lawfags, please help me decipher this. The limitation outlined as I understand it is not spending more then 50% of the budget for buildings abroad. If i'm reading correctly, does this mean POTUS is suspending the limitation to build MORE abroad? Or does it mean he's spending less in complicated legal-ese?
