I think the message Laura and Jeb! got at the funeral is that their passports are cancelled. They had to come to the USA for this funeral, now they're stuck here. Like how NYPD knew Hillary had to go into NYC for the 9/11 15th anniversary service (she normally avoided NYC) and they nabbed here there and threw her into a van like a sack of potatoes.

Maybe the same for Biden and wife, although I keep hearing how they really live in Delaware and until recent years how Joe was taking the train to/from DC.
