the orange arm band, attempting to take the flag, is not a cop. seeing multiple instances of 'citizens' mixed in with the police battalions, or 'citizens' offered police protection as they run from the yellow vests and police altercations. i do not recall seeing this type of vigilante acquiescence since Charlottesville and the gauntlets. even at Berkeley, the mob and the cops were separate.
