Gitmo is for those housing prisoners whose actions/crimes are federal or generally outside the jurisdiction of the states.
Gitmo will primarily house convicts created through the military tribunal system.

unless it is a major training op that includes assets from around the country and the different branches of service. The timing then is what it is to fit in the overall exercise. Day of the week be damned.
