Normally, in these hearings, each of the Congressmen questioning has an allotted amount of time (that you hear them yielding back to the chairman if they don't use). It would probably be possible to use the text to crunch the amount of time used by each Rep. and see whether there is unaccounted for time that aligns with those unresponsive answers in the transcript.
