Understanding the "spiritual values" of Scriptural terms means taking them all for their symbolism.
This is what sets apart the spiritual law and the spiritual man from carnal understanding and the follower of the "letter of the law."
From what I have always gathered in OT definition, land represents government, despite geography.

No, it's the third part. But seas are the environment "beneath" the heaven (the space between upper and lower waters), which is the "dominion" of control over life (2nd day of creation). It is people with no control (commoners).
And the third part is that of the third age, which we are coming out of now. We are already seeing the blood (inner workings) of those who stand to lose in that. This is why we are called to be fishers.
