these 3 subsets of IP addresses are reserved for 'internal' network travvic, based on need of the organization (size, in nodes and network architecture)
Just because 191.143.23.110 is (for example) the publicly advertised address of a website does not mean attempting to view that ip address directly in abrowser will return anything - fact is, that's in 99.9999% of the cases, simply the address of the front-facing firewall and/or router.
