Legalism works because of legalese, the re-defining of words. They take words that commonly mean one thing and re-define them to mean something else legally to trick the non-legalese educated masses. An example is "motor vehicle", now normal everyday people would consider this to mean a car, truck or motorcycle…and that is what police and lawyers want you to believe…but legally speaking a motor vehicle is used for commerce. SO if you are not getting paid you are not driving a motor vehicle, you are "traveling" by "automobile"(even if in a truck, scooter, or motorcycle).
