Note average signal level = 16 which is very very low. Possible that the transponder data coming from this aircraft is not being read accurately due to low signal level? I still think it is flying like a chopper.

Thanks for the info, but do you seriously think someone is doing flight training at 800' above the Washington metro area at 80 knots in an E4B nightwatch? Or in a helicopter with their transponder set to reflect that it's a military fixed-wing craft but not pinging their aircraft type, callsign, or registration? I don't think so.
