Actually, the Soviet's did the equivalent, by building active factory production lines in open fields, even in the winter, in order to respond to the German invasion.
They took all the machinery out of the factories in Ukraine and Belarus, hauled it to Siberia, and set up 24/7 production in open fields while bricklayers built the buildings up around the workers.
