Largest amount of reported issues (900) are in Washington DC. I'm in Chicago and having issues myself which is what prompted me to check. Cannot send any images or video through text on phone.

It's an open source project. You don't know who is adding what. There was a very long convo on here months ago about it. Anons all came to the conclusion Tor wasn't really safe. It depends on too many outside connections and allowances of your identity/location. Which was thought to not be able to happen.
VPN is your best bet. Even those have an entry point. CPUS still comped with meltdown and spectre bugs. Really is no privacy anymore.
