As far as I know, POTUS has never said as POTUS Mexico will pay for the wall. But I saw Schumer today say something like, "Mexico will not be paying for this wall," in a snyde way. Ruffled my jimmies because I know it's a point they will harp on, and his a modicum of validity because Candidate Trump said Mexico will pay for the wall. Again, as far as I can remember (James Comey anyone…) Trump as POTUS has never said Mexico will pay for the wall. Still, I can see the rat bastards trying to score points off a "Mexico won't be paying talking points."
