The remaining appropriation bills - based on a budget submitted by the President per the US Constitution - have been setting in committees since late June. Congress has a Constitutional duty to pass appropriations and this has not happened before the start of the fiscal year Oct 1. Congress has FAILED in the Constitutional Duty and any government shutdown is their doing - both parties in Congress. (did see the Ag appropriations finally passed today, they need their food stamps)
