Nothing prevented him from using the military to fund the wall and start construction on January 21st, 2017. This bullshit about needed to let millions more illegals in over a 2 year period so that the people could learn the dems wanted open borders is absurd. Of course they want open borders. Everyone knows this, which is why they voted for Trump. Dems have always wanted open borders. No one needed to "learn" anything. Trump just needed the sack to do it.
