Military Pay Not Likely to Be Affected Under Threat of Partial Government Shutdown

 

President Donald Trump got nowhere Tuesday with Democratic leadership on funding for what he called the "Great Wall" and threatened a partial government shutdown on Dec. 21 that – as it now stands – would not likely affect the Defense Department or military pay.

 

In previous budget impasses, Congress has passed emergency bills to guarantee that troops would be paid in the event of a shutdown, but there has been no movement thus far in Congress on such a measure.

 

Currently, a partial government shutdown could occur at midnight on Dec. 21 over the failure of Congress to pass spending bills to fund the Departments of Agriculture, Commerce, Justice, Homeland Security, Interior, State, Transportation and Housing and Urban Development.

 

The Defense Department was not in the mix, but there was no guarantee there wouldn’t be side effects for the military if negotiations on a solution continue to deteriorate.

 

The prospect for a quick compromise dissolved Tuesday in a testy, finger-pointing White House meeting between Trump, Senate Minority Leader Chuck Schumer, a New York Democrat, and House Minority Leader Nancy Pelosi, a California Democrat.

 

Vice President Mike Pence sat silently between the two sides, his head swiveling as the sides argued back and forth. Trump allowed cameras into the opening round of the meeting and it was televised on C-Span.

 

"If we don't get what we want one way or the other, I am proud to shut down the government for border security. I will take the mantle, I will take the mantle of shutting down the government" to get funding for the border wall, Trump said.

 

The president has been demanding at least $5 billion as a downpayment on extending existing segments of the wall, but Democrats have suggested they would allot $1.3 billion.

 

Earlier on Tuesday, Trump suggested on Twitter that the military could build the wall if Congress failed to come up with the funding, although there was no money in the existing Defense Department budget for wall construction.

 

At the Pentagon, spokesman Army Lt. Col. Jamie Davis said there were no plans to date to have the military build sections of the wall. "However, Congress has provided options under Title 10 U.S. Code that could permit the Department of Defense to fund border barrier projects, such as in support of counter-drug operations or national emergencies" if the military were directed to do so, he said.

 

Trump said the active duty troops who deployed to the border just before the mid-term elections to reinforce Customs and Border Protection have done an "incredible" job at turning back the so-called "caravans" of asylum seekers. An expanded border wall would build on their accomplishments, he said.

 

Pelosi accused Trump of making arguments that were "frankly, devoid of fact." She challenged him to put border wall funding to a vote in the House. "There are no votes in the House a majority vote, for the wall," Pelosi said.

 

Trump countered that a House vote was pointless, since there would still be a lack of votes from Democrats in the Senate to get the 60 votes needed for passage.

 

Schumer told Trump that "we have solutions that will pass the House and the Senate," but Trump was resisting "because you can't have your way" on the wall. "We can do border security without a wall, which is wasteful and doesn't solve the problem," Schumer said.

 

"If we got $5 billion, we could do a tremendous chunk of wall," Trump responded, but he added that "it's a tough issue because we are on very opposite sides."

 

There have been two brief government shutdowns previously this year. On Jan. 20, the government shut down for a weekend over immigration issues but re-opened on Jan. 23. Trump told Pelosi and Schumer "you got killed on that one," a reference to the political fallout.

 

There also was a second brief shutdown that began at midnight on Feb. 9 on budget matters but lasted only five hours.

Court in Ecuador to Consider Appeal of Wikileaks Founder Assange on Wednesday

 

An Ecuadorian court will consider on Wednesday the appeal submitted by the defence of Wikileaks founder Julian Assange against the demand of the country's government to comply with a protocol containing rules specially developed for him, Assange’s lawyer in Ecuador, Carlos Poveda, told Sputnik.

 

The whistleblower has been living in the Ecuadorian embassy since 2012. Assange has repeatedly suggested he might be apprehended outside the embassy and extradited to the United States. Over the past months, the Ecuadorian authorities have been putting various restrictions on the conditions of Assange’s stay in the embassy, which the whistleblower’s defence called the violation of human rights.

 

"We hope that the court will adequately analyze our petition and accept 15 facts of evidence that were requested in order to leave the protocol and restrictions on visits in place," Poveda said.

 

According to the lawyer, these arguments include letters from individuals and organizations that were not allowed access to Assange at the Ecuadorian embassy in London.

 

Earlier, the EFE agency reported citing sources familiar with the situation that Assange had refused to comply with this protocol. The regulation defines norms of behaviour and communication for Assange, regulates the order of visits, communication with the outside world and provision of medical care to him. The new order came into effect on October 13. In late October, the court has already refused to satisfy Assange's appeal.

Hack Of 500 Million Marriott Guests Traced To Chinese Intelligence Services

 

First it was the North Korean hackers that were accused of somehow hacking into Sony's unbreakable firewall. Then, for a period of almost three years, not a single computer, voting booth, or nuclear power plant appeared to be safe from the Russian hacking scourge, which according to much of the US press, singlehandedly won the election for Trump.

 

Well, step aside Russians and make room for the Chinese hacker army, because according to the NYT citing two source, the recent cyberattack on the Marriott hotel chain that collected passport information or other personal details of roughly 500 million guests was part of a Chinese intelligence-gathering effort that hacked health insurers, other hotels and the security clearance files of millions more Americans.

 

And just like in the Russian narrative, these were no ordinary hackers, but the kind that worked on behalf of the Ministry of State Security.

 

The latest discovery comes at a very opportunistic time: just as the Trump administration plans a series of actions targeting China’s trade, cyber and economic policies. As reported earlier, even as the trade war between the US and China is supposedly in a tenuous ceasefire, the DOJ is preparing to announce new indictments against Chinese hackers working for the intelligence and military services. The Trump administration also plans to declassify intelligence to reveal concerted efforts by Chinese agents, dating to 2014 or earlier, to build a database containing names of executives and American government officials with security clearances.

 

Finally, as we discussed yesterday when we commented that the real reason for the US-China trade war is the US desire to halt or at least delay China from manufacturing its own high-tech semiconductors, the NYT also adds that the Trump administration is considering an executive order intended to make it harder for Chinese companies to obtain critical telecommunications equipment.

 

The coordinated moves against Chinese hackers are expected to be announced within days, and stem from the growing concern within the administration that "the 90-day trade truce negotiated between President Trump and President Xi Jinping in Buenos Aires two weeks ago may do little to change China’s behavior — including coercing American companies to hand over valuable technology if they seek to enter the Chinese market, as well as the theft of industrial secrets on behalf of state-owned companies."

 

Meanwhile, the actual hack of Marriott’s Starwood chain, which was only revealed late last month after being discovered in September, is not expected to be part of the coming indictments.

 

But two of the government officials said it has added urgency to the administration’s crackdown, given that Marriott is the top hotel provider for United States government and military personnel.

Senior Israeli Lawmaker Calls for Killing All Palestinians, “Because they are just Nazis Anyhow”

 

Chair of the Defence Committee at the Israeli Parliament Avi Dichter has called for killing all the Palestinians in the Gaza Strip.

 

As he was commenting on the peaceful protests of the Great March of Return taking place along the eastern fence of the Gaza Strip, he said:

 

“The Israeli army has enough bullets for every Palestinian.”

 

Dichter is a senior member of the Israeli Prime Minister Benjamin Netanyahu’s ruling Likud Party, which is a right wing one.

 

Former director of Shin Bet internal security service and Minister of Internal Security Dichter said that the Israeli army is prepared to use all means, including lethal force to deter the Palestinians protesters.

 

Since March 31, thousands of peaceful Palestinian protesters have been staging protests along the eastern fence of the Gaza Strip, calling for lifting the 12-year-old Israeli siege and reinforcing the right of the Palestinian refugees to return to their homes.

 

Strategic Affairs Minister Gilad Erdan repeatedly referred to the protesters killed in Gaza as “Nazis,” saying that there were no demonstrations, just “Nazi anger.”

 

He later added:

 

“The number [of peaceful Palestinian protesters] killed does not mean anything because they are just Nazis anyhow.”
