We can do it but we don't because of policy. I think started with Jimmy Carter. The idea is not to promote non-proliferations. Same reasoning used to ban sales of weapons to Latin American countries. Totaly useless policies.
I blame the errors in previous post on caffeine. The same mind set from Carter is what started the global warming scheme to have the USA move from fosil fuels to nuclear fuels. (LIfe, Liberty and Levind did a good program on the Carter scheme).
And that is why you don't get to see chimpimg outs in the USA. ([{They}]) know how far is too far.
