Trump Admin. Declares War on Russian, Chinese, Iranian Propaganda

 

State Dept. launches global operations to disrupt disinformation efforts

 

The State Department has launched a new effort to counter propaganda and disinformation campaigns launched across the globe by a host of rogue nations, including Russia, China, and Iran, according to senior U.S. officials who briefed the Washington Free Beacon on the new undertaking, which they say will put the United States “on the offense” against these countries. The State Department's Global Engagement Center, or GEC, which just received a $40 million cash influx, is refocusing its priorities on what senior Trump administration officials described as a global battle against propaganda that undermines the U.S. role in the world and its national security priorities. As the Trump administration undertakes efforts domestically to address Russian election meddling as well as efforts by Iran and China to disrupt the American political landscape, the GEC will focus outside the U.S. borders to disrupt a range of disinformation operations by rogue nations seeking to increase their influence in regional hotspots. While the GEC's operations largely focus on counterterrorism missions, such as the fight against ISIS, the recent cash allocation to the organization will enable it to expand its reach and put a renewed focus on global propaganda operations, U.S. officials say.

 

"We're going on offense" against primarily Russia, but also China and Iran to a large extent, according to Daniel Kimmage, the GEC's acting coordinator, who briefed a small group of reporters Tuesday afternoon at the State Department. "The priorities have shifted" in recent years and months as "Russia looms large in our priorities," Kimmage said. The GEC is working to identify and expose threats posed by these nations, officials said, noting that efforts are already underway to map online disinformation networks and help media outlets across the globe avoid falling into the propaganda trap. While U.S. officials would not publicly discuss specific details of their operations amid security concerns, the GEC is working on at least four continents with plans to expand further. Specifically on the Russia threat, there are 25 initiatives in 21 countries currently operating with a focus on boosting the technical skills necessary to identify and crush Russian propaganda chains. Similar operations are under way in the Asia-Pacific region, officials said, explaining they are "actively mapping the information environment so we can understand how Chinese influence manifests itself." This includes working with journalists and opinion leaders to help them cut through the haze of propaganda in their public writings.

 

As for Iran, the administration is tapping into regional audiences in a bid to identify false narratives put out by the Islamic Republic and stop them in their tracks. Officials are "looking to expose the hypocrisy and misinformation that comes from the regime," Kimmage said. The ultimate goal, according to Kimmage and other officials familiar with the effort, is to build a global network capable of disrupting propaganda at its source. Much of this work, officials say, will take place behind closed doors with few public victories. "A lot of this will be dogs that don't bark," Kimmage said. The administration also will not get caught up in what it views as a "race to the bottom" between rogue regimes angling to fill the airwaves and internet with their propaganda. "We don't want to play that game. We are not going to play that game," Kimmage said, responding to questions about how far the United States will go to counter state-backed disinformation campaigns.

 

With the program still in its infancy, officials expect it to take about a year until the rejiggered GEC is running at full bandwidth. From that point, it will take another two to three years to see a tangible impact of these operations. International allies are said to have expressed "great receptivity" to the GEC's work, particularly efforts to combat Russia. The State Department has received over 150 applications from international players seeking to receive funding to help disrupt disinformation networks. More than $10 million is set aside for this effort, with just about $1 million in grant money having already been awarded.

Florida PAC Pads Bank Balance by Fundraising Off Possible Gillum Recount

 

PAC was early vehicle for Soros to keep Gillum campaign viable

 

The PAC primarily responsible for sustaining Democrat Andrew Gillum’s candidacy in the Florida governor’s race raised an additional $1 million from small donors nationwide to help pay legal bills for a recount fight in Florida that fizzled out when Gillum’s margin of defeat was too large to trigger a hand recount. Furthermore, at the time when the fundraising blitz began, the PAC Forward Florida was already sitting on about $3.5 million on hand even though the retail campaign had just ended.

 

According to a Washington Free Beacon analysis of campaign finance data, the Forward Florida PAC had primarily been driven by large donors contributing $250 or more prior to Election Day, with about 700 of those donations in total coming before mid-September of this year. However, once it became clear the race between Gillum and Republican Ron DeSantis might extend beyond Election Day, the call went out urging progressives across the country to donate to Forward Florida.

 

For example, the liberal blog Daily Kos republished an email fundraising plea:

Campaign finance data shows that between Nov. 8 and 16, about 23,000 persons responded to this and other solicitations despite the fact that Forward Florida was already flush with cash. Roughly 20,000 of the contributions were $15 or less. A representative with the PAC did not return a request for comment on whether refunds were warranted or would be honored, and if not, what plans the PAC had for the money going forward. The Forward Florida PAC was instrumental in sustaining Gillum through the earliest parts of the campaign at a time when he was struggling with fundraising compared to other Democrats hoping to win the party’s nomination.

 

In particular, in the late months of 2017 and the early part of 2018, liberal political financier George Soros made significant six-figure donations to the PAC aligned with Gillum's candidacy. "I'll tell you, I'm obviously deeply appreciative of Mr. Soros, as well as Mr. [Tom] Steyer, both men whom I've known for some time," Gillum said on NBC's "Meet the Press" in September, shortly after winning the Democratic nomination.

 

More currently, news reports say Gillum has recently reached out to fellow Democrat Beto O'Rourke, who lost in the Texas senate race to incumbent Republican Ted Cruz. O'Rourke is considered a contender for the Democratic presidential nomination in 2020.

Three Clinton Foundation Whistleblowers To Testify About Tax Fraud, Pay-For-Play

 

Following allegations of sloppy accounting, potential tax fraud and pay-to-play, the Clinton Foundation will be under a Congressional microscope this week after three whistleblowers have come forward and agreed to testify - one of whom secretly submitted 6,000 pages of documents to the IRS and FBI in August of 2017, and all three of whom have submitted various documents to Congressional investigators.

 

Rep. Mark Meadows (R-NC), Chairman of the House Freedom Caucus, told Fox News's Martha MacCallum on Monday night that there are three whistleblowers who have spent the past two years investigating the Clinton Foundation, and have "explosive" allegations which they will share during Thursday testimony on Capitol Hill.

 

As we noted in late November, the Clinton Foundation has seen donations plummet approximately 90% over a three-year period between 2014 and 2017. While Hillary Clinton was Obama's Secretary of State, however, the State Department authorized $151 billion in Pentagon-brokered deals to 16 countries that donated to the Clinton Foundation - a 145% increase in completed sales to those nations over the same time frame during the Bush administration, according to IBTimes. Meanwhile, John Solomon of The Hill reported on Tuesday that one whistleblower who submitted 6,000 pages of evidence through a firm composed of former federal law enforcement investigators, MDA Analytics LLC., has provided evidence of potential tax crimes as well as a "culture of noncompliance." In some instances the Clinton Foundation appears to have misled the IRS, or lied when filling out forms. For example, the Foundation retracted a bid to conduct fundraising in Utah after they refused to correct a filing error which state officials would not allow. When contacted for comments, the Clinton Foundation admitted their errors, but told Solomon they were akin to "minor traffic violations."
