If you neutralize someone you are acting against them to stop them harming you. They might still be against you but without the power to hurt you. Or they might be dead.
The social engineering enforces PC crap by shaming people more than forcing them. It's really a full court press that took decades to implement. Lot's of subversives and money involved.
Everyone is affected to some degree unless they've been a hermit with no contact with the modern world for decades.
