Looking for clarification on some aspects of Google's Dragonfly.

Was it turned over to the Chinese government completed?

Based on the amount of time and resources Google put forth, it seems to me that it would of been built to be easily adaptable to any country at this point. China was the first customer to get rolled out. Make sense?
