Green Castle/Red Castle: This is a job for our Active Duty military members, and the USACE!
The U.S. Army Corps of Engineers (USACE) could be the Directorate of Logistics (DOL) of the ‘KAG Border Wall Project’ ((ADCON)) who could do site layouts, drawings and specs, and also present the work plan to Congress. The USACE could utilize military engineers (OPCON), from both Active Duty Battalions/Units & Reserves Units from all branches of the US Military (i.e. USN Seabees, USA Combat Engineers; USAF Prime Beef, etc.). The active duty personnel would provide general engineering and construction; responsible for planning and estimating, acquisition of materials and equipment, and construction operations to meet the National Border Security Mission.
It would only make sense to use our very well trained military Builders/Engineers to do a job for our country, that’s what we/they were trained for. I I trained/taught all 3 branches (listed above) and I’d be proud knowing any, or all, of them were selected for this mission. - BUC
