I have no doubt that military planners are using updated and moar complicated versions of TCAPF(Tactical Conflict Assessment Planning Framework) and DSF (District Stability Framework) but the linked document is just a tiny blink of what encompasses War College.

 

There is a HUGE difference between defining a desired end state and accomplishing it. You CAN'T simply declassify documents and walk away. There are no mic drops in the military.

 

Be thankful that our military planners have these skills honed and that they possess a tremendous amount of patience. I am sure that they feel the same emotions we do.

 

All I can say is it's habbening. Not as fast as we would like, but it is.
