What needs to be turned around is the People fearing the govt (for good reasons of extortion, theft, kidnapping, and murder), and the govt should fear the People. Perfectly legal. The only legal issue is that Cohen didnt structure the payments lawfully, instead he used a shell corporation and apparently fraudulent bills. But that's not really why he was convicted. He was really convicted for tax evasion, the Trump-related stuff wouldnt have warranted a prosecution.
