This is sorta a big deal since they're creating a special relationship exception to the public duty doctrine. That he had a special relationship (duty to protect) the students because they're under care of the state and their movement is restricted. Will be interesting to see how this plays out. I would like to see the public duty doctrine smacked around a bit.
