Certain individuals are identified by particular traits that make them, should they be targeted, valid candidates.
Take conscientiousness, for example. Targets high in conscientiousness are likely to be deemed "unoccupied vessels". In other words, these targets will have their will subjugated. Whereas, targets low in conscientiousness will be groomed for "witchcraft" as many of them seem to refer to it.
There are many other examples we could think of, but assuming you are what you say you are, I'm quite confident you'll be able to piece together my meaning.
Keep in mind, the traits which you describe are important as they denote capacity levels which makes it easier for operators to pack in certain intelligence. G.A.T.E. participants were undoubtedly "tagged".
