Well I don't want to argue semantics but family owns construction company, would definitely consider contracting work out as preparation for a detention center. Preparing to open a building is a lot more than laying foundation or putting stones on top of each other.
Anyway, just trying to help a fellow fren. Thought it was an interesting lead. Might also want to check job-seeking boards, contracts for Mil or DoD, etc…
Not sure about the immigration "centers," IIRC they're really just fancy tents… probably would want something more secure (like a structure you can use chains and bars with,,,,,) :) But now that I think about it, it's the perfect excuse to send troops to locations, if these other structures happen to be along the route…. 2 birds with 1 stone?
