Very good. Justice got out of hand decades ago with the "zero tolerance" craziness especially as applied to kids. That wasn't conservative, it was braindead, it rebounded in unpredictable ways, it took the heart out of official policy toward children and teenagers.

 

Let kids who are in a little bit of trouble, some youthful testing of boundaries, just be in a little bit of trouble and have a funny story to tell when they become adults – don't totally screw up their lives and hate them.

 

This bill does not seem to affect our treatment of violent crime. We still have to step in hard when that happens.

If I had to guess (and it is only that, I've never heard of this before) I might think of knocking out the electric transmission in a circular pattern surrounding the affected area. Then the cascading stops. Like a preventive burn to put a barrier in front of a forest fire.
