Cascading failures (50 years?) are a result of interconnected power control systems and their related grids - pic related. This has become far more complicated with the addition of solar homes providing power back to the grid.
As a result, the problem becomes one of network theory and can leverage similar principles that DARPA used to create ARPANET (the original Internet), which could route around nuclear damage taking out an arbitrary numer of nodes.
Perhaps BLACK EYE relates to containing the damage to the originally infected vector? Wonder if something similar is being used in network theory.
