Several years ago there were multiple power lines sabotaged and transformers shot at/destroyed in OR, CA and NV. No suspect was ever found (at least that I know of) but there is video from several plants showing it happen.
Given the fires and sabotage of late on the west coast it may be based on such a thing and therefore up for consideration.
