Not positive but don't think that Waldorf has a view all the way to the Statue of Liberty (too many tall buildings in the way?). If so, that would be a giant clue though.

What do we know for sure?

Comey was in NYC a couple days ago and he wanted everyone to know that.

A more benign reason could be that he had a meeting with the new NY AG to plot & scheme a legal takedown with her.

Another could be that he was meeting with old friends ('fond memories') in the SDNY where he worked in the 90s.

Just speculating.
